What are CBP CROSS rulings?
Customs Rulings Online Search System (CROSS) is CBP's database of binding and informational classification rulings. Each ruling describes a specific product and the HTS code CBP assigned to it. DutyDesk indexes these rulings so you can search by keyword, product name, or ruling number.
What are EU BTI rulings?
Binding Tariff Information (BTI) decisions are issued by EU member state customs authorities. Each BTI assigns a Combined Nomenclature (CN) code to a specific product. DutyDesk indexes over 120,000 English-language BTI decisions for search.
Can I search by ruling number?
Yes. Enter a CBP ruling number (e.g. N332841) or a BTI reference number directly. The search recognizes ruling number formats and returns exact matches.
How do rulings help with classification?
If customs authorities have already classified a product similar to yours, that ruling is strong evidence for how your product should be classified. Rulings cite the GRI rules and legal notes that justify the classification.
Are these rulings legally binding on my import?
CBP rulings are binding on the specific transaction they were issued for. They serve as persuasive authority for similar products but aren't automatically binding on your shipment. For a binding ruling on your product, file a ruling request with CBP or apply for BTI in the EU.
Does the AI classifier use these rulings?
