A CROSS ruling (Customs Rulings Online Search System) is a classification or valuation decision issued by US Customs and Border Protection. Importers can request binding rulings before importing, or CBP issues them during entry review. CROSS rulings establish precedent for how specific products should be classified under the HTS. They include the ruling number, issue date, product description, tariff classification, and legal reasoning. Rulings marked as "revoked" or "modified" are no longer binding.
